Summary
The Development Specialist is a professional position that reports to the Development and Administrative Coordinator and is responsible for the management of development review, permit review, and geographic information system (GIS) projects.
This position performs a variety of professional and technical level work primarily related to development and project planning for the Public Works Department.

Provides professional and technical level planning work on difficult, complex, and/or sensitive planning projects and assists in managing new and existing development within the unincorporated area of Finney County through planning and community development programs
Reviews or assists in the review of moderately difficult development proposals and site plans for conformance with codes, plans, and regulations.
Collects a variety of statistical data and prepares reports and maps.
Assists in establishing and revising current regulations including zoning, subdivision, nuisance abatement, environmental code, general improvement specifications, access management, etc.
Assists with the coordination of development incentive districts including Rural Housing Incentive Districts (RHID)
Initiates and writes correspondence regarding non-compliance to developers, contractors, and property owners in order to effectuate compliance.
Interfaces with City departments, Federal, State and other local governmental agencies, citizens, and businesses.

Performs research and analysis of permits and applications for compliance and conformity with applicable local, state, and federal rules and regulations.
Reviews access/right-of-way permits for compliance with codes, plans, and regulations.
Reviews event permits and coordinates with other county departments for compliance with codes, plans, and regulations.
Reviews or assists in the review of septic system permits for compliance with KDHE and all other local, state, and federal rules and regulations.

Manages planning projects involving GIS within the Public Works Department.
Performs research analysis, data gathering, and prepares and develops graphical reports, special studies, and related documents.

Attends training, conferences, and meetings as appropriate.
Makes public presentations as needed to the Board of County Commissioners, Planning Commission, staff, citizen groups, students, and others.
Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
