Status: Open until filled Job Description The Tag/Tax Clerk fulfills the needs of the general public through accounting and administrative/clerical duties with limited supervision; this position involves statutory functions and duties, as assigned by the County Treasurer.
This is a position which requires absolute accuracy, an ability to deal with the public, often in stressful situations and to take negative feedback from time to time and use it to improve job performance.
Certain Clerks will be given a security clearance.
Essential Job Functions and Responsibilities Essential Functions Answers phone calls and meets with general public on issues relating to motor vehicle; research answers; fax forms to caller, when required Periodically make calls to Kansas Department of Revenue, Motor Vehicles Division, Topeka to resolve issues Issues vehicle license tag renewals Assists customers with title work on vehicles, such as transferring vehicle titles and the adding or deleting of names on a title Transferring vehicle plates Provides information and advice on commercial vehicle tag renewals Performs accounting duties involving the preparation of daily balances, receipt entry, daily deposits and tax payments (their cash drawer only) Accurately enters information into computer which is shared by law enforcement Handle all mail requests with follow-ups to car/truck dealerships, as required Accurately handle all monies in order to assure balancing at end of business day Collects, counts and disperses monies Assists with title approvals after obtaining additional security levels from State of Kansas Department of Motor Vehicles Answers phone in County Treasurer’s Office and provides information and/or explanations, as required Collects tax payments Look up and verify tax delinquencies Run receipts Add and/or delete bank maintenance on individual tax records Research appraised values through the Orion system Receive mail to post payments Balance funds/monies at end of business day Processes warrants and redemptions; pull warrants when paid Processes abatements Sends tax statements Updates addresses Set up escrow payment arrangements Receives, coordinates and processes bulk electronic tax payments submitted by mortgage companies and tax services Employs special handling to process back tax, open space and sub-tax payments, issues refunds for overpayments and cancel returned payments Responds to payment related questions from taxpayers Maintains regular attendance and punctuality Additional Responsibilities Maintains a positive work atmosphere by acting and communicating in a manner that is customer focused with the general public, clients, co-workers and management Performs other related work, as required by the County Treasurer or as needed Performance Measurement Supervision Exercised or Received: The Tag/Tax Clerk receives supervision from the Clerk Supervisor The Tag/Tax Clerk exercises no supervision over other employees Knowledge, Skills and Abilities Knowledge, Skills and Abilities - Knowledge of State of Kansas Revenue Vehicle Manual Processes and procedures for the Motor Vehicle function within the Seward County Treasurer’s Office Process and procedures for issuing renewals of motor vehicle license tags for both commercial and non-commercial vehicles Rules, regulations, codes and statutes regarding the duties and responsibilities of the Treasurer’s Office Government accounting principles, processes and procedures Proper structure and content of the English language including the meaning and spelling of words, rules of composition and correct grammar Treasurer’s tax laws Statutory regulations for real estate and personal property tax collection Dates when taxes are due, when warrants must be posted Setting up escrow accounts Homestead related processes and procedures County resolutions, ordinances and state statutes that pertain to the activities of the Treasurer’s office County policies and procedures Applicable federal, state and local laws, rules, regulations, codes and/or statutes Current office practices, procedures and equipment Skills in Data entry and computer skills for both the County Treasury and Motor Vehicle functions Various complex tasks in the Treasurer’s Office Interpreting and applying department policy Meeting and dealing tactfully with others Utilizing information processing for efficient record keeping Active listening, speaking and writing Emotional Intelligence, e.

The Tag/Tax Clerk is required to do complicated tasks, sit for an hour or more, speak, hear, stand, walk, balance, stoop, squat, bend, and/or kneel.

Additional Information Position Requirements Education High School Diploma or GED required, courses in general bookkeeping desired Work Experience Minimum of three (3) years general office experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job Computer Skills Experience in using Microsoft Office, Excel, AS-400, e-mail and other relevant modern office equipment Licenses/Certifications Must possess valid License or be able to possess within thirty (30) days of hire, without record of suspension or revocation in any state; no felony convictions or disqualifying criminal history.
